 Display Energy Certificates

A Display Energy Certificate (DEC) shows the operational rating of a public building. It is based on the actual energy consumption figures obtained over the last 12 months within the validity period of the DEC. The certificate is based on a rating from A to G where A is the lowest CO2 emissions and G  is the highest CO2 emissions.

 

An advisory report is produced with the DEC and shows recommendations for improving the energy efficiency of the building. The report details  improvements to the building structure and services, the possibility for the installation of low and zero carbon technologies and operational and management improvements.

 

Why are DECs required?

 

DECs were introduced to raise public awareness of energy use within buildings. Properties with a total useful floor area over 500 m2  that are occupied in whole or part by public authorities and are frequen  tly visited by the public will require a DEC and advisory report. The certificate needs to be displayed in a prominent place clearly visible to the public.

 

When DECs are required?

 

When a building has a total useful floor area of more than 1000 m² the DEC is valid for only 12 months, however the accompanying advisory report is valid for 7 years. Where the total useful floor area is between 500 m² and 1000 m² the DEC and advisory report are valid for 10 years.

 

Penalties for not having a DEC

 

For failing to display a DEC at all times in a prominent place clearly visible to the public a penalty charge of £500 can be issued. Furthermore a penalty of £1,000 can be awarded for failing to possess or have in their control a valid advisory report. These documents will still need to be commissioned otherwise further offences will be committed.
